Yes with a rank of 45500 rank you can get a seat in NITs like NIT Jalandhar, NIT Agartala, NIT Hamirpur, NIT Nagaland, NIT Rourkela, NIT Uttarakhand. For IITs with a rank of 45500 it is slightly challenging to get a seat. It is advised to wait for the JoSAA cutoff to release for all the 5 rounds. You can also check this article on list of colleges accepting 25,000 to 50,000 rank in JEE Main 2024 to get an idea about the NITs and IITs offering a seat with a rank of 45500.

I was assigned my 21st choice in the first allocation round and am close to my top choice. Should I accept this seat and still apply for the second round? If I get no seat in the next round, do I keep the first one?

If you are satisfied with the choice allotted to you in the first round, you can surely go with it. In case you want to move ahead with the second round, it will be a safe option to keep the seat provided in the first round.
