The terms "migrant" and "refugee" are generally used interchangeably, but they have many legal and practical meanings.

Migrant

  • A migrant is someone who chooses to move from one place to another, usually for better opportunities (economic, education, family reunification, etc.).
  • They are not fleeing persecution or violence and can return to their home country safely.
  • Migration can be voluntary and based on personal decisions.

Refugee

  • A refugee is someone forced to flee their country due to persecution, war, or violence (based on race, religion, nationality, political opinion, or membership in a particular social group).
  • They cannot return home safely due to fear for their life or freedom.
  • Refugees are protected under international law (1951 Refugee Convention and its 1967 Protocol).
