What is the Full Form of NCSK? 

The full form of NCSK is the National Commission for Safai Karamcharis. The National Commission for Safai Karamcharis was established by the Government of India in 1993 through the National Commission for Safai Karamcharis Act 1993.

History of NCSK

The NCSK was formed on August 12, 1994, in response to the National Commission for Safai Karamchari Act of 1993, to advise the government on various projects for the welfare of Safai Karamcharis. The legislation had initially been extended until 1997, then extended for the second time until March 2002, and finally till February 2004. With no additional extensions, the Act expired in 2006. 

With the repeal of the NCSK Act of 1993 on February 29, 2004, the commission functions as a non-statutory entity under the Ministry of Social Justice and Empowerment.

The organizational structure of the NCSK is as follows :

Functions of NCSK 

  • To advocate for the well-being of Safai Karamcharis and their families.
  • To give legal representation to Safai Karamcharis.
  • To supervise the execution of legislation and programs for the benefit of Safai Karamcharis.
  • To investigate allegations of discrimination and harassment directed towards Safai Karamcharis.
  • To investigate and oversee the execution of programs and schemes relevant to the social and economic rehabilitation of Safai Karamcharis, particularly scavengers.
  • To offer recommendations to the Central Government on Safai Karamcharis-related issues.
  • To advise the Central and State Governments on how to effectively execute the Act's provisions.
  • Suo motu notification of a problem about non-implementation of the Act.

Achievements of NCSK 

The NCSK has made great efforts towards improving the working and living conditions of Safai Karamcharis in India. The NCSK has also helped in raising awareness about the challenges that Safai Karamcharis experience in their lives and promoting their welfare. Here are some concrete actions taken by the NCSK to enhance the lives of Safai Karamcharis:

  • It aided in the classification of Safai Karamcharis as "manual scavengers" under the 2013 Prohibition of Employment as Manual Scavengers and Their Rehabilitation Act.
  • It has aided in the inclusion of Safai Karamcharis in the National Rural Employment Guarantee Scheme (NREGS). This means they may now work under the NREGS, which guarantees them 100 days of work every year.
  • The NCSK played a role in ensuring the inclusion of Safai Karamcharis in the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), a government program that offers the youth of the nation chances for training and skill development. Safai Karamcharis may now take advantage of these possibilities to advance their careers.
  • It played a part in ensuring the participation of Safai Karamcharis in the Employees' Provident Fund Scheme (EPF) and the Employees' State Insurance Scheme (ESI). With the help of this, they were now eligible for the benefits of these programs, for example, pensions and health insurance.
