The origin of GAIL can be traced back to the early 1980s, when the Indian government began to take initiative to develop and boost the country's natural gas sector. In 1984, the Ministry of Petroleum and Natural Gas established GAIL as a public sector undertaking with the main aim of developing, transmitting, distributing and supplying natural gas in India.

In the early years of its operations, GAIL completely focused on building the infrastructure that was required to transport natural gas from the eastern and western coast of India to the consumer markets in the north and south of the country (where the supply was inadequate). The development and building work included the construction of pipelines and compressor stations as well as the development of various LNG terminals and other facilities.
