MCD full form is Municipal Corporation of Delhi. MCD is a municipal corporation which is an autonomous body to govern 9 districts of Delhi state. The MCD was replaced with three bodies which include East Delhi Municipal Corporation (EDMC), North Delhi Municipal Corporation (NDMC), and South Delhi Municipal Corporation (SDMC).

What is the Full Form of MCD?

As mentioned above the full form of MCD is Municipal Corporation of Delhi. The MCD is considered the largest municipal body in the world. Earlier there were three civic bodies which consisted of East Delhi Corporation, North Delhi Municipal Corporation, and South Delhi municipal corporation merged into one corporation known as Municipal Corporation of Delhi on 22nd May 2022. The MCD is further subdivided into 12 zones. 

The MCD also offers civic services to projected areas having more than 11 million residents of the nation’s capital. Two more municipalities are included in the National Capital Territory of Delhi which includes the Delhi Cantonment Board and the New Delhi Municipal Council. The MCD is spread over 1,397 km.

History of MCD

MCD was established on 7th April 1958 under the parliament act and before MCD Delhi Municipal Committee was the main civic organization of Delhi. The first elected mayor of the Delhi corporation was Pt. Trilok Chand Sharma and Guru Radha Kishan served the longest period as MCD councilors. After the amendment of the Act, it brought fundamental changes in the composition, functioning, governance, and administration within the corporation.

Trifurcation of MCD

The  Municipal Corporation of Delhi (MCD full form) was trifurcated on 13th January 2012 and was divided into three small municipal corporations which were named North Delhi Municipal Corporation and South Delhi Municipal Corporation they both consist of 104 municipal wards and the last division known as east delhi municipal corporation consists of 64 wards.

Reunification of Corporation 

The municipal election which was supposed to be conducted in the month of April 2022 was preponed in the month of March by the State Election Commission. On 22nd March the union Govt. approved the bill for the Delhi Municipal Corporation which merged all three municipal corporations as one to form the Municipal Corporation of Delhi. After getting approval from the Union Government on 30th March 2022 lok sabha also passed the bill and on 5th April 2022 bill was also passed by Rajya Sabha.  

Different Municipal Zones in Delhi

The Municipal Corporation of Delhi is divided into 12 zones. All 12 zones are mentioned below

  2. SP- City
  3. Civil lines
  4. Karol Bagh
  5. Keshav Bagh
  6. Najafgarh
  7. Narela
  8. North Shahdara
  9. Rohini
  10. South Shahdara
  11. South 
  12. West

Each zone consists of a ward committee which includes councilors who are elected from each ward. The ward committees are developed to minimize administrative powers and to provide solutions to local issues 

About MCD Standing Committee

The term is recognized as the highest executive body which is responsible for making decisions for MCD, full form of which is  Municipal Corporation of Delhi, and it includes a total of 18 members. The committee also manages the financial functions, approving projects, discussing, finalizing, and further implementing policies. 

The committee also has the power to appoint sub-committees on various issues which may include education, environment, parking,etc. A total of 6 members are directly elected by the house and the other 12 are selected by ward committees, The committee also consists of a chairperson along with a deputy chairperson who is selected among the members. The political party having the majority in the committee controls all policies and decisions. 

Demographics of MCD

According to the 2011 census, the MCD had 11,007,835 residents which includes 45%of women and 55% of men. The literacy rate of MCD is approx 87.6% which is further divided into two sections which include the literacy rate for men and women which is 91.44% and 83.20%. MCD also consists of 13% of residents who are under 6 years.

About 74th Amendment 

The 74th Amendment states that every municipality should reserve equal or one-third of total seats for women, which also includes women belonging to ST and SC categories. The seats may be distributed among different constituencies presented within the municipality.

At each subsequent election, one-third of the available seats will be revoked and replaced by a new rotation-based one-third system, and so on.

Another full form of MCD is Minor Civil Division. The term MCD is used by the United States Census Bureau which provides an identification number for political or administrative areas within the boundaries of the United States.
